Two professors from Florida State University’s Reubin O’D. Askew School of Public Administration & Policy have been elected as fellows of the National Academy of Public Administration (NAPA). Election as a NAPA Fellow is one of the highest honors in the field of public administration.

Arnold L. & Priscilla Moss Greenfield Endowed Professor Keon-Hyung Lee and Professor & Reubin O’D. Askew Eminent Scholar Chair Hongtao Yi joinmore than 1,000 fellows in the academy. Established in 1967 and chartered by Congress, NAPA provides nonpartisan expert advice to federal, stateand local governments, as well as international government entities.

“The election of these two esteemed professors as Fellows of the National Academy of Public Administration is an extraordinary and well-deserved honor,” said College of Social Sciences and Public Policy Dean Tim Chapin. “Their dedication to excellence, meaningful scholarship, and public service reflects the very best of our college. We are incredibly proud to see their contributions recognized at the national level and congratulate them on this outstanding achievement.”

The academy’s fellows include former Cabinet officers, members of Congress, governors, mayors and state legislators, as well as prominent scholars, business executives, nonprofit leaders and public administrators. According to NAPA, fellows are selected through a rigorous evaluation of theircontributions to public administration and public policy. The nominating committee reviews hundreds of candidates and submits its recommendations to the full fellowship, which then votes on each nominee.

Lee’s research spans health services administration, health finance, health policy analysis and performance management. He earned his doctorate in public administration from the University of Southern California in 2002.

“I am truly honored to join the National Academy of Public Administration as a Fellow and deeply appreciative of this recognition,” Lee said. “I would like to express my sincere gratitude to my mentors, colleagues, students and friends at the Askew School, COSSPP and FSU who have supported and encouraged me throughout my academic and professional journey. I have been fortunate to work in an environment that values scholarship, service, leadership and commitment to public service. I am truly grateful to everyone who has been part of this journey and who has helped make this recognition possible.”

Yi earned his doctorate in public administration from Florida State University in 2012. His research focuses on public administration, public policy, energy and environmental policy and network governance.

“I am deeply honored and humbled to be elected a Fellow of the National Academy of Public Administration,” Yi said. “This recognition is especially meaningful because it reflects not only my own scholarly and professional journey, but also the extraordinary support and intellectual community I have found at Florida State University and the Askew School. I am grateful for the opportunity to contribute to the Academy’s mission and to work alongside fellow public administration leaders to advance effective, ethical and innovative governance.”

As fellows, Lee and Yi will have opportunities to serve on standing panels and expert working groups, participate in public meetings and attend the academy’s annual conference. They will be inducted into the academy at its 2026 National Conference, Nov. 8-10, in Washington, D.C.

Florida State University’s Reubin O’D. Askew School of Public Administration and Policy has once again earned high marks for its master’s and doctoral programs, recognizing the school’s top-notch curriculum and hands-on learning.

The Askew School, part of FSU’s College of Social Sciences and Public Policy, moved up five spots to No. 4 nationally and nine spots to No. 14 globally in ShanghaiRanking’s 2025 Global Ranking of Academic Subjects (GRAS).

The GRAS highlights the best institutions globally based on world-class faculty, world-class output, high-quality research, research impact and international collaboration. This latest rise in the rankings is driven by its international academic awards, highly regarded journal articles and impactful scholarly publications.

The Askew School equips future leaders in policy and public service with the skills needed for ethical and effective leadership in public, nonprofit and private organizations at all levels of government. The school’s holistic approach ensures that graduates can adapt to ever-evolving roles while making meaningful contributions to their communities and the field of public administration.

“The Askew School has consistently demonstrated high research productivity for the past 79 years, evidenced not only by the volume of scholarly output in top journals but, more importantly, by the quality, rigor and impact of the work,” Director Keon-Hyung Lee said.

Florida State University’s Reubin O’D. Askew School of Public Administration and Policy continues to receive top rankings for its academic excellence.     

Shanghai Ranking lists the Askew School No. 2 nationally and No. 6 globally in its 2023 Global Rankings of Academic Subjects.  

“I’m pleased to see the Askew School’s Public Administration programs again recognized as one of the finest globally,” said Tim Chapin, dean of the College of Social Sciences and Public Policy. “Our programs’ rise reflects the continued commitment of our faculty to academic excellence, and these most recent rankings place our programs as the top in Florida and second in the nation.”  

This ranking considers academic excellence, research output, influence, international collaboration and international academic awards.    

The Askew School rose two places from its 2022 ranking in part due to its exceptional publication record in leading journals. It has been rated as one of the top 10 global public administration programs since the ranking was first released in 2017.  

“Similar studies conducted by other entities over the years have consistently ranked the Askew School in the top 10 public administration programs globally,” said Askew School Director Gary VanLandingham. “On behalf of our outstanding faculty, I am pleased to see this continued recognition of our commitment to teaching, service, and research in the Public Administration field.” 

More than 1,800 universities across 93 countries and regions are ranked in subjects across natural sciences, engineering, life sciences, medical sciences, and social sciences. To be ranked, the ShanghaiRanking Consultancy stipulates that universities must meet a minimum publication threshold each year, which is 25 for the field of Public Administration.
