Foreign Policy Expert to Discuss Climate Change and National Security

Frank E. Loy, who served as Under Secretary of State for Global Affairs during the Clinton administration, will speak at The Florida State University on Dec. 1 as part of the “Human Rights & National Security in the 21st Century” lecture series.

Days before the U.N. Climate Change Conference convenes in Copenhagen on Dec. 7 and against the backdrop of the offshore drilling issue in Florida, Loy will discuss climate change and its impact on national security. FSU professors Jeffery P. Chanton, the John W. Winchester Professor of Oceanography, and James B. Elsner, the Earl and Sophia Shaw Professor of Geography, will make brief opening remarks to address the underlying science of climate change.

As Under Secretary of State for Global Affairs, Loy’s wide-ranging responsibilities included directing U.S. foreign policy and treaty negotiations involving the environment and climate change, human rights, promoting democracy, refugees, migration, humanitarian affairs and international crime. He was a principal U.S. negotiator for the Kyoto Protocol.

Loy currently serves on numerous non-profit boards, including the Environmental Defense Fund, the Nature Conservancy, the Pew Center on Global Climate Change and ecoAmerica. He previously served on the League of Conservation Voters Board of Directors.

The FSU Center for the Advancement of Human Rights lecture series examines human rights interests and national security imperatives. This lecture is sponsored in collaboration with the National Security Network and is free and open to the public. It will be held:
